"On measures to combat juvenile crime"

RESOLUTION

of April 7, 1935, No. 3/598

ABOUT MEASURES TO FIGHT AGAINST CRIME AMONG ADOLESCENTS

In order to quickly eliminate juvenile delinquency, the CEC and the Council of People's Commissars of the USSR decide:

1) Minors from the age of 12, convicted of theft, of causing violence, bodily harm, mutilation, murder or attempting to kill, to be brought to criminal court with all measures of criminal punishment.

2) Persons found to incite or to attract minors to participate in various crimes, as well as to force minors to engage in speculation, prostitution, begging, etc. - to punish with imprisonment for at least 5 years.

3) Cancel Art. 8 "The basic principles of the criminal legislation of the USSR and the Federal Republics".

4) To propose to the Governments of the Union Republics to bring the criminal legislation of the republics into conformity with this resolution.
