Decree on the formation of the Crimean ASSR

DECREE OF THE ALL-RUSSIAN CENTRAL EXECUTIVE COMMITTEE AND THE COUNCIL OF PEOPLE'S COMMISSORS OF THE RSFSR
ON THE AUTONOMOUS CRIMEAN SOVIET SOCIALIST REPUBLIC
The All-Russian Central Executive Committee and the Council of People's Commissars decide:
1. To form an Autonomous Crimean Socialist Soviet Republic as part of the RSFSR within the borders of the Crimean Peninsula from the existing districts: Dzhankoysky, Evpatoria, Kerch, Sevastopol, Feodosia and Yalta.
Note. To resolve questions about the northern borders of Crimea, form a Commission consisting of representatives of the People’s Commissariat of Internal Affairs of the RSFSR, the Ukrainian Socialist Soviet Republic, the Crimean Socialist Soviet Republic and the People’s Commissariat for the Affairs of Nationalities, the decision of which is approved by the All-Russian Central Executive Committee.
2. The apparatus of state power of the Autonomous Crimean Socialist Soviet Republic is formed in accordance with the Constitution of the RSFSR from local Councils, the Central Executive Committee and the Council of People’s Commissars of the Crimean Socialist Soviet Republic.
3. To manage the affairs of the Autonomous Crimean Socialist Soviet Republic, the People's Commissariats are established:
1) Interior,
2) Justice,
3) Enlightenment
4) Health,
5) Social Security,
6) Farming
7) Food,
8) Finance,
9) Labor,
10) Council of the National Economy,
11) Workers' and Peasants Inspection,
12) Public Communication and Public Utilities Administration and Statistics.

a) For the management of the Military Affairs of the Crimean Socialist Soviet Republic, the Crimean Military Commissariat is created under the Council of People’s Commissars of the Crimean Socialist Soviet Republic, subordinate to the nearest Military District.
Note. The management of Naval Affairs remains under the jurisdiction of the Central Organs of the RSFSR.
b) For the struggle against counterrevolution, the Crimean Socialist Soviet Republic is created by the Council of People's Commissars of the Crimean Socialist Soviet Republic, the Crimean Emergency Commission, subordinated directly to the All-Russian Emergency Commission, and its Board is formed by the Crimean Council of People's Commissars and approved by the All-Russian Extreme Commission.
c) Foreign Affairs and Foreign Trade remain entirely under the jurisdiction of the People's Commissariats of the RSFSR, which create corresponding representative offices to the Council of People's Commissars of the Crimean Socialist Soviet Republic.
d) Management of the Communication Paths within the Crimean Socialist Soviet Republic remains entirely under the authority of the People’s Commissariat of Transport of the RSFSR, and the Office of the People’s Commissariat of the Crimean Socialist Soviet Republic, under the leadership of the Southern District of Pathways, is established to manage the Communication Paths in Crimea. Communications in accordance with the interests of the Autonomous Crimean Socialist Soviet Republic within the general area to and use of the Paths of the RSFSR Communications.
e) The Central Resorts Management of Crimea remains directly subordinate to the People’s Commissariat of Health of the RSFSR, and the Collegium of Ts. U. K. is formed by agreement of the People’s Commissariat of Health of the RSFSR and the Council of People’s Commissars of the Crimean Socialist Soviet Republic.
Note. Nachmorved, Chairman of the Board Ts. U. K., representatives of the People’s Commissariat of Foreign Affairs, People’s Commissariat of Foreign Trade, Commissioner of the People’s Commissariat of Communications of the RSFSR, Head of Municipal Economy and Chairman of the Statistical Office are members of the Crimean Council of People’s Commissars with a consultative vote.
5. All institutions and individual representatives of the united People's Commissariats of the RSFSR, located on the territory of Crimea, not provided for in this regulation on the Autonomous Crimean Soviet Socialist Republic, act on the directives of the relevant People's Commissariats of the RSFSR in contact with the Crimean Council of People's Commissars.
6. In order to preserve the unity of the financial and economic policy throughout the RSFSR, all the decrees and orders of the RSFSR People’s Commissariats: Food, Finance, the Council of the National Economy, Labor, Communications, the People’s Communication, the Workers' and Peasants Inspection and the Central Statistical Office are mandatory for the relevant People's Commissariats of the Crimean Socialist Soviet Republic.
Note. The People's Commissars of the aforementioned Commissariats and Administrations are appointed by the Crimean Council of People's Commissars and approved by the relevant People's Commissariats of the RSFSR, the same procedure is established for the Chairman of the Crimean Emergency Commission.
7. The People's Commissariats of the Crimean Socialist Soviet Republic: Internal Affairs, Justice, Education, Health, Social Security, Agriculture and Public Utilities Management are autonomous in their actions and are directly responsible to the Crimean Central Executive Committee, the Crimean Council of People’s Commissars and the All-Russian Central Executive Committee.
8. In order to coordinate and unite the activities of the economic bodies of the Crimean Socialist Soviet Republic under the Council of People's Commissars of the Crimean Socialist Soviet Republic, the Crimean Economic Meeting is established, acting in accordance with the decision of the All-Russian Central Executive Committee of June 30, 1921.
9. The Autonomous Crimean Socialist Soviet Republic is supplied with all financial and technical resources from the general funds of the RSFSR.
Note. When distributing locally produced products, the demands and needs of the Crimean Socialist Soviet Republic are satisfied first of all.
10. Prior to the convocation of the All-Crimean Constituent Congress of Soviets and the election of the Crimean Central Executive Committee and the Council of People's Commissars, the territory of Crimea is governed by the Crimean Revolutionary Committee.
